Dulari Parmar

Dulari Parmar is an architect based in Mumbai. She holds a Master’s degree in Urban Design from the Kamla Raheja Vidyanidhi Institute for Architecture and Environmental Studies, Mumbai. At Youth for Unity and Voluntary Action (YUVA), Dulari is the Project Lead for Climate Justice. She supports climate justice work across Navi Mumbai, Guwahati, and Vasai Virar, focusing on city-level advocacy to address climate vulnerabilities of the urban poor. She plays a key role in expanding YUVA’s Community Climate Action Planning (CCAP) model, a grassroots approach to strengthen the resilience of urban poor communities against climate change impacts. Dulari also leads YUVA’s emerging work on climate policy advocacy at the state, national, and global levels, advancing the agenda for inclusive urban development and urban poor representation across climate and development policies. She actively supports stakeholder mapping and networking to identify and engage with key actors in the ecosystem. Her advocacy efforts at YUVA include the signing of MoU with the Maharashtra state government, on mainstreaming social inclusion across policy and implementation efforts in the state.

Dulari has also played a crucial role in the Climate Hazard Mapping of the Mumbai Metropolitan Region, and has facilitated a community-driven climate vulnerability assessment in Ambojwadi, Malad, using participatory tools to highlight the intersection of climate risks and urban poverty. Her prior research includes studying the impacts of urban infrastructure projects on the climate and the urban poor in the Vasai Virar region. Her paper ‘Hands together’ has been published in UN Habitat - The Journal of Public Space.

Through her work she emphasizes the need for mapping literacy for the marginalized groups, asserting that this tool can be leveraged by the communities to advocate for their rights.
