Dr. Gunther Grathwohl

Dr. Gunther Grathwohl, Head of Division for Bilateral Cooperation in Hydrogen Infrastructure, IPCEI-, PCI-Funding at the Federal Ministry for Economic Affairs and Energy in Berlin since Dec. 2023, and since Oct. 2025 also responsible for International Hydrogen Ramp-Up.
Gunther Grathwohl is responsible for H2 pipeline import corridor dialogues with European and selected North African partner countries and stakeholders. Furthermore, he is in charge of pre-selecting national IPCEI- and European PCI-projects on hydrogen infrastructure, and for the international hydrogen ramp-up. Before that (2021 to 2023) during the crisis on energy supply, he was acting as head of division for KfW-affiliates and special financing.
Gunther Grathwohl has a long experience in the German government administration, from 2006 to 2012 he was working for the Ministry for Economic Affairs and Technology, in the Division of European Digital Policy, dealing i.a. with broadband policy or the review of the legal framework for electronic communication or the Digital Agenda for Europe. Between 2012 and 2016, he worked at the Permanent Representation of Germany to the EU in Brussels as deputy head of the economic department. Within this period, he was responsible for all legislative files negotiated in the Council Working Party on telecommunication and information society as for example European rules on net neutrality or the abolishment of EU-wide roaming tariffs. From 2016 to 2021, he continued in the Federal Ministry for Economic Affairs and Climate Action, in the Department for International Digital Policy.
Gunther Grathwohl holds a PhD in International Economics and studied economics in Trier, Seville and Bamberg. During his PhD studies (2000-2006) he worked as an assistant professor at Bamberg University in International Economics and Macroeconomics.
